I don't think the "Panel Menu" option needs to be removed from these 
submenus.

Possibly, it could be moved to the top. This places it furthest from the 
mouse cursor and above the section label for the applet, although I do 
prefer to have the top items be the most essential.

(The title bar for the menu is great, definitely have that).
