Not sure.
Users can also hide the handles :-)
Not all applets provide the submenu on them.
But, of course, when we hide the handles, it's to have a "lock kicker"
feature (such as in Windows xp).
So it's to not remove accidentaly the applets (and because it's less
uggly).
So, yes : it's redundant.

Hum. Yes.
But we also need the "Configure kicker" entry.
It's not obvious to start a heavy solution such as KControl to just
configure the kicker.
This entry must also be keeped.

Need some usability tests. I'm not sure users will immediatly think to
"configure the pannel" to add applets or buttons. It's not direct.
