Yes, a locking function for kicker sounds good. After all, adjusting the panel
layout is not something people do every day.
So maybe we could have two modes: locked and unlocked. In unlocked mode, the
Add/Remove/Move menu entries are present just as they are now. In locked
mode, everything is locked into place, the Add/Remove/Move entries are gone
and the applet handles are gone (just as they are now when the user chooses
to hide applet handles in the kicker KCM).
Or am I just repeating your suggestion? ;)
