i think the "what resolution are our users running?" is only part of the 
question; the other (more important) part is "how big of a window can our 
users effectively use?" ... allowing larger windows can allow more 
whitespace, less use of tab widgets, etc... but more often it just allows 
more widgets, more information, more options and less thought put into it 
since you don't have to optimize for space... bottom line is that people have 
a maximum threshold on the amount of information and number of interactive 
pieces they can manage at once.... by saying we will make our interfaces 
smaller (or, to put it another way: bite sized), we are giving ourselves 
parameters that force us to make our interfaces more usable by making them 
smaller and therefore simpler.

and as Bill pointed out, this also has nice benefits for accessability (think 
of screen readers going over a full 640x480 dialog versus a full 1024x768 
dialog =)
