Judging from experiences with my parents, grandparents and a friend who are
all converted KDE users and who all dislike computers and even find a web
browser confusing, I'd say it really ought to be consistency not most used.
The tradeoff to me seems to be:
(1) Make it more understandable for newbies
(2) Save a few millimetres of mouse movement for some experienced users
There I'd have to go with (1) every time.
