In Properties dialog.. appear this area

- --- Open with ----------------------------------------------------------------
 [ ] Select everytime the application to run
 [ ] Select applications for every file format (system wide)
- --------------------------------------------------------------------------------

the second option depends by the first so is disabled by default.
If an user want select an application for a file format, he can.
If an user want select apps for every kind of file format (system wide), he 
can.
