It could be there as well in addition to having it in the "Open With..." 
dialog.

"Open with..." is there to open the file with an application other than the 
default one and is useful when either the mimetype of the file is unknown,  
the mimetype of the file has not been registered with any application, the 
mimetype of the file has not been registered with the intended application, 
or the mimetype of the file has been misclassified.

To "Open" the file you can simply LMB click it.
