But a toolbar docked to the menubar at the edge of the screen is *not* 
at the edge of the screen. The user will have to aim at the toolbar to 
ensure they don't hit the menubar thus removing the advantage of Fitts 
law. It will be quicker if the toolbar is inside the window since closer 
than the edge of the screen and requires the same amount of aiming.
