Insofar as the help should contain step-by-step procedures laid out in a 
"How-To" fashion, the help text is absolutely of no help.  Help text is 
supposed to help you through a process, not just tell you what the 
object does - the right metaphor for telling you what the object is is 
the Contextual Shift+F1 help.

Skim through the GNOME user documentation guidelines.
