as waldo pointed out, your reorg suggestions are largely moot as kcontrol's 
organization changed significantly in 3.1.

we spent a lot of time trying ot rearrange things in groups to achieve better 
results. and i meant a LOT of time. i really don't think that there is any 
more to be achieve by shuffling the control panels about again, especially 
after having done it once already. if users get the feeling that with ever 
release we move all the panels around on them, they'll get discouraged and 
figure they'll never learn how kcontrol is arranged. neil has made this point 
on a few occasions.

but there is good news, i feel. now that there is at least a semi-coherent 
organization of kcontrol, we should now focus on OTHER means of bringing 
kcontrol into control. these may not be the first ideas that leap to mind, 
but they are the ones that we haven't done yet:

  o look at each panel and attempt to readdress their individual layouts and 
relationships to each other. waldo just got rid of the desktop appearance 
control panel by doing exactly this.

  o look at ways of improving kcontrol's navigation. the problem with trying 
to find the One True Hierarchy is that there isn't one, for reasons of scale 
and changing contexts. so we probably need to arrive at new and better ways 
of allowing navigation in kcontrol. this is something that i've made some 
notes on based on discussions here on the list and will be attempting to do 
in March.

p.s.: for those who were here on the list for when we discussed those things, 
at the time i was for an icon view in kcontrol's main panel. after 
experimenting with icon views for such things with users, i have discovered 
that, well, they suck. i'm going to avoid them if at all possible =)
