If you're compiling from CVS you really should at the least be 
subscribed to kde-devel, where this has been answered numerous times 
(and is also on-topic.)

Make sure you have libxml2, libxslt, (and the -devel versions of both, 
if you have a distribution that breaks them in two) and then 
reconfigure and recompile and reinstall kdelibs, or at minimum 
reconfigure kdelibs and compile and install kdelibs/kdoctools.  Make 
sure KDEDIR is set when compiling, or that you have used --prefix as a 
configure argument, or both.
