neither of these things are implemented by the individual window decos, btw.

as you said, some do restrict the # of features, some actually expand the # of 
features, others change them. there is no requirement to do this, but some 
do. they can and their users wish them to.

we could change the status quo and say "all decos must behave the same 100%", 
but at that point we may as well get rid of the coded styles all together.

they can simply choose another window deco that behaves differently when they 
want something different. there is no need to add yet another twiddly-fiddly 
config option. 

sometimes saying "no" isn't the easiest thing because it means you are 
actually making a final decision, but if we don't make final decisions now 
and again we'll end up with a desktop that is so configurable it will be 
unusable.
