Yes. _can_ behave differently. But there are a lot of features that are
nice to customize still. Wasn't it KDE who wants to merge the best of
all worlds? What is best should be the user's choice IMHO. If one like
the windows style, he still would like to have the macos up- and
downshading of the window. Or the focus-follows-mouse feature. I doubt a
programmer of a window deco would strictly reject such features. He can
offer it _optionally_ (the miracle word).

Of course some window decos restrict the number of features. Some with
buttons on the border won't allow you to resize by the upper corners.
But most look and feel don't interact. So in principle there is no need
to couple look and feel.

Those who want to emulate another GUI totally should be given suiting
look-and-feel themes. Especially those migrating from another OS who
don't want a high burden. But soon they might want to adjust it step by
step because of nice features they read about or experienced somewhere
else. 

Do we really want to restrict their way?
