huge improvement IMO. now you don't have to guess at what things mean, there 
is an explicit grouping (via named menus) of the items, etc...

yes, it is odd in the kcontrol to have 2 menubars, but it doesn't look 
completley odd and improves usability. when run outside of kcontrol it's a 
non-issue, obviously.

i'd love to see this go into 3.1 as a fix to a major usability bug ...
