In my eyes, involving the maintainer should happen with *EVERY* change or even 
discussion. Many developers have a reason to design an application the way 
they do (I admin, some don't care about usability and the way the user 
thinks). And the developer knows best what can be done without too much work 
and what would need a complete rewrite of the app or a library the app 
depends on.

I'd suggest that whenever a larger discussion comes up here, we should inform 
the appropriate kde mailing list about this, too, either by posting the whole 
email there, or just posting a short notice that app so-and-so is currently 
being discussed by the usability group and the developers are encouraged to 
take part in the discussion. E.g. recently there was some discussion here 
about the addressbook, while at about the same time the kde-pim developers 
were redisigning the addressbook too. I think many of the developers there 
are not subscribed here, so the usability discussion probably went by 
unheard...

Or even better, encourage all developers to subscribe to this mailing list.
