Yes, the mouse over effect provides feedback -- it tells the user that this 
item is available (e.g. look at toolbar buttons. They only have the hover 
effect if they are enabled). I don't think Simon meant to remove the whole 
feature, but just to fix the bug that disabled menuitems also show the mouse 
over effect. That's what confuses the user and breaks the convention 
(toolbars not showing a mouse over effect for disabled items, while menus 
do).
