Sure.  Most mags in fact.  Usu. the cover relates to the general subject
of the magazine (e.g. in a woman's magazine you will see a picture of a
woman and in a car magazine a picture of a car (though with the usual
addition of a bikini-clad woman)).  I can't say I have seen too many
covers that don't relate to either the general content or a specific
article.
