This is public information. The scheduled release date for May 28th had 
been published months ago. Stephan Kulow announced the freeze and the 
release date again one month ago, in an email to ALL account-holders 
(kde-cvs-announce, dated April 28th).

Watch the kde-commits for tags/KDE. When it's tagged, there's one week
