It's a balance you have to find. I think the balance on dot.kde.org is ok at 
the moment. It also depends on the kind of commuinty that you want to foster, 
do you want to be more all inclusive, or do you want to be more like a closed 
community? It's just as with mailinglists where you can let eveyone post or 
members-only. See the difference between kde-devel and kde-core-devel.
