It also depends on the kind of commuinty that you want to fos= ter,=20 do you want to be more all inclusive, or do you want to be more like a cl= osed=20 community? It's just as with mailinglists where you can let eveyone post = or=20 members-only. See the difference between kde-devel and kde-core-devel.
