Ah, I've overseen that this is a general KDE reqirement. I thought it 
came from one of the components.

It's needed to build the parser: From plugins/holidays/Makefile.am:
         cd $(srcdir) && yacc -p kcal -d -o parseholiday.c parseholiday.y
