I didn't know this myself, so I did a little investigation in the KDE 
sources.

I think you can modify the "Create new" contents by adding/removing 
.desktop files from the templates directory in the KDE global share 
directory.
For example, on my Debian box KDE is installed in /usr, the share 
directory being /usr/share
It think modifiying the contents of /usr/share/templates would also modify 
my desktop menu, maybe needing a KDE restart.

If this works, please let me know :)
