actually, you can't. you have to actively assign it. there is no passive loss 
in copyright, which makes life very fun for film makers trying to use old 
footage, for instance.

minor additions (a few lines of code, a spelling correct, etc) does not 
automatically grant you copyright.

really what needs to be done is to go through the log and discard trivial 
commits. =/

hopefully that person would own up to it, or at least mention it in the log. 
perhaps we need a standard way to note such a thing in svn log messages.
