We don't need to set up a CVS server -- it's already there.

kde-i18n/vi is already there, too. And everything about creating CVS 
entries, adding directories and files is "quick and dirty" described in 
the Developer's HOWTO (basically you only need the commands 
cvs add, commit, remove, checkout and update).

The long story is in the CVS book.
