Just in case this is about committing files: you cannot get anything 
into CVS (ie commit anything) via anonymous CVS. Send an a user name 
and an encrypted password to Stephan Kulow or David Faure as described 
in the Translation HOWTO.

If this is just about checking out files via anonymous CVS see 
http://www.kde.org/anoncvs.html

Set it in .bashrc or .profile. There should be a line like 

export CVSROOT=:pserver:your_login_name@cvs.kde.org:/home/kde
or
export CVSROOT=:pserver:anonymous@anoncvs.kde.org:/home/kde

if it is for anonymous CVS.

Then type cvs login and press enter. For anonymous CVS press enter 
again, for "real" CVS give your password afterwards.

Then you should be ready to go.
