As discussed on Matrix/IRC, no, the documentation doesn't say that or at least 
when I said it doesn't say you didn't disagree so I guess i convinced you

You need to be patient and communicate more clearly.

On IRC/Matrix you said "im the only one that is translating back to persian 
again" which made it seem like you had already done translations for KDE in 
the past, which as far as I can see it's not the case.

So let me try to see if I understand the scenario, please correct me if i am 
wrong.

 * There is no translation that you made that currently resides in KDE source 
code
 * You want to collaborate to KDE translations
 * There is no one translating to Persian at this point, this is maybe not 
100% correct, Ali Moeini did translations back in October, I'm CC'ing him to 
see if he's still around
 * You want to commit new translations to KDE that you have already done.
