I can't confirm. All of these except Dragon Player shows the translation 
tab on my system.

The applications now honour the LC_ALL environment variable, so it's 
easy to launch them in a given language. For example, to launch Kate in 
English, type the following into a terminal emulator:

   LC_ALL=en kate

(I would expect LC_MESSAGES to work, but for some reason it doesn't; you 
need LC_ALL.)
