openSUSE ships all translations of the distro specific stuff.

If the translation is not 100% a warning is given to the user when selecting 
the language in the installer about incomplete translations. 

I _think_ this is the same for any translation below 100%, regardless if it's 
at 98% or 5%. And of course it doesn't take into account translations of all 
the upstream stuff.
