openSUSE ships all translations of the distro specific stuff.

If the translation is not 100% a warning is given to the user when sele=
cting=20
the language in the installer about incomplete translations.=20

I _think_ this is the same for any translation below 100%, regardless i=
f it's=20
at 98% or 5%. And of course it doesn't take into account translations o=
f all=20
the upstream stuff.
