I have checked and have no such folder. I have found a great tool for
checking where does the program take translations from, it's called lsof:
$krusader
$lsof | grep krusader.mo

The Ubuntu version is 1:2.4.0~beta1+git76+de1ea35-1.1, so I decided to
test the 2.4.0-beta3 you mentioned. I haven't found a precompiled
package on packages.ubuntu.com, so I just installed the 2.4.0-beta3
version from Debian Sid and to my great surprise: the translation is
working flawlessly now. I have no clue how German/Czech and Russian
translations work on the Ubuntu version, but Slovenian not, but
everything seems to be fixed in 2.4.0-beta3.
