Yes (Niklas is). For now we're just collecting names of TWN translators 
interested in the project, at https://translatewiki.net/wiki/Translating:KDE
You may want to set up a different section on the same page, or a page 
on a site of yours, for the "KDE side", to see what languages/teams have 
discussed and decided to join the pilot. You decide how to organise your 
own decisions. :)

We don't have admins (i.e. translators with special powers) on TWN, 
although of course teams can organise themselves as they wish.
When we have a general KDE-TWN agreement/solution for the basics (see 
current list at 
https://translatewiki.net/wiki/Translating:KDE#Things_to_do and add 
anything missins), enabling a language will just be a matter of writing 
a message on TWN and getting it whitelisted for import and export.
We need to be sure that a language/team agrees with the pilot, though, 
so you have to decide how to make such decisions. Some teams are smaller 
than others, I don't know if you always have coordinators who would be 
responsible of communicating the decision or what else... you have to 
tell us.

On the wiki, at [[Support]] or the talk page for KDE.
Usually the TWN side of things doesn't have many issues: support 
requests are mainly problems in the source language or in the code that 
make translation hard, and KDE devs would need to address those. To have 
an idea, you can see the current open requests: 
https://translatewiki.net/wiki/Support/Open_requests (reports about TWN 
itself are very few).
As for the translation side, that's discussed among the translators of 
the language as they wish, and resolved by themselves on wiki.
