Qt uses .ts, KDE uses .po, you can use po2ts and submit the resulting file to 
trolltech and hope they will include it.

In a perfect world we would not be translating Qt at all here and there would 
be a community around Qt doing it (or ourselves) directly over Qt sources but 
sadly Qt has not been the panacea of openness when accepting contributions in 
the past (they said it's going to change but won't believe it until i see it)
