I can confirm, that Czech Ubuntu translators team also doesn't
translate in launchpad other projects than those which have base
there.

They cooperate with upstream as much as possible. They translate to
upstream and then just copy updates from upstream to launchpad.

This is done for quite a long time.

So, it isn't about Ubuntu. It is about people.
