The error is in line 7 of the file:
"Plural-Forms: nplurals=INTEGER; plural=EXPRESSION;\n"

Not being a gettext plural expert, but looking at other files that line is 
supposed to look like this:

"Plural-Forms: nplurals=2; plural=n != 1;\n"
