Well not really, you should use scripts/update_xml

Get the original one from 
http://websvn.kde.org/kde/trunk/KDE/kdelibs/kdoctools/customization/en/ and 
translate it, then you have to commit it to 
trunk/KDE/kdelibs/kdoctools/customization/th

If you think you can break things send it to me and i'll do it for you
