I think the following would be more appropriate than xx, which might
conceivably be a real language in the future:
Type: language
Subtag: qaa..qtz
Description: PRIVATE USE
Added: 2005-10-16

Type: language
Subtag: zxx
Description: No linguistic content
Added: 2006-03-08
