Just to clarify, do you definitely mean db*2*latex? I'm using dblatex (no
"2"), which is a clone of db2latex, but (I think) is rewritten from the
ground up.

Provided that LaTeX supports Vietnamese already, we can almost certainly add
the necessary bits to dblatex.
