If it was a separate PO(T) file, you could use msgen to create dummy entries. 
This is not possible if it is a single file.

There could be a difference between what is shown and what the internal name 
is.

For example, "Paris, France" as context and "Paris" as msgid

So in current KDE3 code: i18n("Paris, France", "Paris") 

That would not show to the user and if Paris is translated differently, this 
should work too. (And also probably work in translations that become the same 
like Monaco and Munich ("Monaco di Bavaria") in Italian.)
