I generally err using the non FSF header for PO.  The one that says this
file is released under the same license as the source package from which
its derived.

I place the copyright under the name of the person/entity that did the
first translation.  In our case "Zuza Software Foundation"

Then each translator who subsequently works on it we try to add to the
list of translators further down the header.
