I am not sure if it is really necessary to play at Apache+PHP level in 
order to create the RTL version of the main KDE site?! But as long as I 
don't know the structure of the new layout, I can not say anything.
I might be able to give you a site with the specifics that you mention, but 
you may need to create the mirror yourself. 
Let us have a look into this and get back to eachother once your exam is
