ksplash translation for KDE3_1 won't work with KDE3.0.

You can checkout ksplash.pot from KDE_3_0_BRANCH,
Run msgmerge ksplash.po ksplash.pot > ksplash_for_3_0.po
fix fuzzy messages in the generated file (it won't take much time), and 
compile ksplash_for_3_0.po.
