You were talking about cases where 0 is not used.

It would be trivial because I checked how many there were in the kde 
pot-files, and I could do it in an hour or so.

It is a decision that can be made one language at a time. All I would need for 
Danish is a ThreeForm with the 3 plurals 0,1, and many.

It is much worse for English because there you have to go into the source code 
of the programs.
