Yes, SVN 1.5 has better merging capabilities and stores metadata saying what 
was merged where. But svn2git doesn't support reading that metadata...

fix-tags is only needed for old cvs2svn commits that end up with two 
parents. For everything else, the do-nothing tag-creation commits will 
disappear if you simply use a newer svn2git:
