Absolutely. The solution is either :

- to have a file made only of i18n() calls, so it can go through the po chain. 
This can reveal practical for small files;

- or to have less classical file formats that get internationalized through 
the kde-i18n/$LANG/data subdirectories. It's the way we translate the tips 
for example. A simple text file made of one string to translate per line *is* 
a "less classical format".
