That's called Backwards compatibility but not forward compatibility :) 
Seriously, developers who take the API of 2.0 and also link with 2.0
libs are compatible with 2.1 and will be with 2.2. Compiling and linking
with 2.1 obviously will only make these packages run on 2.1 systems. I
quite do not see the point here other than that KDE libs have the same
version number despite the fact that they changed, and for the reason to
not overload the system's hdd's with "redundant" libs. The
responsibility is on the developer who designs his application to use
2.0 libraries if he wants to have his binary run with a KDE version <=
2.0, simple as that.
