Open your control center and do the following...

Go to Look & Feel->Style and set Widget style and theme to B3/KDE, HighColor 
Default, KDE Step, or KDE Default(Others may work but I got tired of 
testing). Click apply.

Go to Look & Feel->Colors. Set the standard background, and the button 
background, and the window background to the desired *DARK* color or your 
choice.  Then set standard text, window text, and button text to the desired 
Light color of your choice, then hit apply.  This should give you the high 
contrast you are looking for.  

I agree that colors(User configurable) aren't used extensively enough 
throughout the themes, but it should be acceptable.
