I understand your requirements, but doesn't what you propose equal
cairo with the OpenGL backend?
As far as I see Cairo on top of OpenGL wouldn't be a huge problem, its
simply the current opengl-backend is in a somewhat broken state.
(Doesn't mozilla use Cairo on top of Direct2D too?)
