KDE3 had a similar option.  I enabled it once, on a system that was not state-
of-the-art, but not so old either.  Everything slowed down to a point that I 
couldn't stand.  The tooltip or Information Panel would, I presume, use a lot 
less resources and be better for user experience IMO.
