There's a big list in kdelibs/doc/TODO for documentation
needed for some behind-the-scenes stuff (like kdeinit4, kded4..)
and development helpers (meinproc4, kconfig_compiler...)

Also, I could really use some help updating the kmail and korganizer handbooks
