Depends on the application, for example the documentation for KDE EDU 
applications is here:

Btw, it is considered good practice to only quote those parts of a message 
that one is directly replying to, in order to spare others from scrolling to 
the end only to find nothing new is added there.

It's not some kind of policy, rather more some kind of politeness towards the 
other people involved in the specific conversation.
